I guess by the looks of things, someone needs some clipping; bah-bah!
or, shearing is more common. for these ones, they look more like the same shearing but for finishing.
if it’s wool in this case, then the extra jaw inside the shears may be for bailing purposes and gathering the cords to tighten a bail.
